Question Questions about ripping

From what I understand the only way to get ripped is of course to diet and do cardio. From what I've read here everyone says 30 - 45 min. of treadmill time, but what should your heart rate be around for best results ??? Ive heard people say that +150 crosses over to cardio training and does not burn as much fat. I would like some advice on the best way to RIP. My work out has 2 supper/4 setts each sup/18 reps ea. & a single/4 setts/ 12 reps . I weigh 219 and would like to get to 200 by Sept. Can it be done without losing to much muscle?? Thanks for any input.:

i set the treadmill incline at 1 - 1.5% incline and walk at 4 mph.

Preparing for competition I usually set the incline on the treadmill to 10 and walk at 3.5 mph. I only do this only 10 minutes after weight training 3 days per week. My main focus is strictly on nutrition. Eat clean and do not cheat and do not miss meals.
