The Commission voted not to increase
steroid penalties at this time. I think your written and oral testimony must be credited for the Commission not taking action at this time because you alerted them to the complexity of the issues involved with
steroid use.
My understanding is that they are asking Congress for emergency authority to consider
steroid penalties to give themselves time to study the issues. Without emergency authority, the Commission must submit amendments to Congress no later than May 1 of the year. If the Congress takes no action to disapprove the amendment, it goes into effect on November 1.
With emergency authority, the Commission can continue to consider the issues and submit an amendment to Congress outside those deadlines.
