The only time you want to limit carbs is on a cutting diet. If you limit carbs too much while trying to bulk you'll be wasting your time.
This is my approach (others will have a different take I'm sure)
Bulking: Pro 2.5g/lb of Lean Body Weight, Carbs 2-3g/lb LBW, Fat 0.5g/lb LBW (LBW is your body weight minus your fat)
fat loss...I fiddle with the other macro nutrients a bit but usually keep carbs at 30-35% of my total caloric intake. Keep them low glycemic (the boring carb) as you can not burn fat in the presence of high insulin...it's impossible.
My Calories on a cutting phase are usually between 12-10 x my body weight in lbs (I make the distinction because we we use kgs in Oz...and that's 2.2lbs/kg)
